Project can have a scale and key, that can be disabled be track. Both internal keyboard and midi in are locked to this scale.

side note: it'd be cool to disable this per track. You don't want / need scale-locking on drum machines audio units 😀

Other option could be to allow the user to use a single&central MIDI FX plugin in lieu of the internal keyboard.

about particular scales: 
easier way – the more scales, the better! 
advanced way – having the ability to define custom scales (up to 8 notes) would be cool. 
PS. i need Phrygian Dominant, Dorian #4 (a.k.a. Ukrainian Dorian a.k.a. Romanian minor), and  both Double harmonic minor (a.k.a. Gypsy) and major.

Scale locking in editors (piano roll etc) would nicely complement this
